In Texas, crime is down, prisoner numbers have fallen and, on top of this, they have cut costs and it’s all down to this conservative state becoming the centre of a rehabilitation-led revolution in prison reform that’s sweeping through the US. Could we learn a thing or two in Britain where the UK’s imprisonment rate remains the highest in western Europe.
